The Swansea Bay City Region encompasses the four local authority areas of Neath Port Talbot, Swansea, Carmarthenshire and Pembrokeshire.
It brings together business, local government and a range of other partners, working to a common goal of creating economic prosperity for the people who live and work in the City Region.
The Swansea Bay City Deal will create a connected region for investment and delivery in Connectivity, Energy and Health & Wellbeing.
ARCH has set out to maximise the vital role of the health and wellbeing domain of the city deal in terms of business growth, job creation and the global platform it can provide. These unique ambitions will be enhanced by a coherent, investor-attractive digital economy developed through the Swansea Bay City Deal.
The vision for the region is that by 2030 South West Wales will be a confident, ambitious and connected European City Region, recognised internationally for its emerging Knowledge and Innovation economy.
The ARCH Programme will be significantly accelerated with a City Deal investment for the region. As part of the City Region deal, ARCH will:

- Drive inward investment through intellectual property and the knowledge economy, by developing initiatives such a network of Health Science campuses acting as a gateway for further investment of significant UK impact and global significance
- Create a skills infrastructure designed to ensure the development of indigenous talent and staff recruitment and retention in order to make value creation sustainable
- Accelerate a transformative healthcare system for a population of 1 million people
