Raymond  has strategic leadership of the central administrative functions of the University, including the Academic Registry; Estates; Finance; Human resources; Information Services and Systems; Marketing; Planning and Strategic Projects Unit, and Student Services.

After graduating with a BA Hons Politics from the University of Leicester, Mr Ciborowski began his career in 1975 with West Glamorgan County Council as a social worker for 10 years, before becoming a team manager and then principal officer.

During this time, he successfully combined studying for postgraduate diplomas in Applied Social Studies at Swansea University and Management Studies at the former West Glamorgan Institute with his professional career. He was appointed as Head of Children's Services at Neath Port Talbot County Borough Council in 1995, a position he held for nine years before joining Barnardo's Cymru in 2004 as its first Director.
